Like you, I’ve been following the tragic story of the fatal shooting of Kadir Skinner by a Wilmington police officer. After reviewing the bodycam footage, my worst fears about what may have happened that night were confirmed. While I cannot put myself in the officer’s shoes in those moments, it’s hard to imagine a reason that would justify shooting a fleeing 19 year old – who did not appear to make any direct threat – in the back.
My heart breaks for Kadir’s family, friends, and community, and for a future that will never come for him. Accountability and justice must be both demanded and delivered, and we owe it to Kadir and to every single Delawarean to do everything we can in the legislature to make sure this never happens again.
I want to be clear that in seeking justice for Kadir, we’re also fighting for the safety and wellbeing of the men and women who serve on our police force. Officers cannot do their jobs effectively if a community does not trust them. And if a community doesn’t trust them, an officer is much more likely to be fearful and reactive in the line of duty. It’s a vicious cycle that puts everyone at greater risk.
We need to take a holistic approach to policing reform that tackles implicit racial bias, works to rebuild trust, and ensures officers receive the best possible training, education, and support. Police departments must also be fully transparent and timely with their investigations, and we must develop and implement clear standards and timelines for releasing bodycam footage. Finally, departments and officers who fail to meet the standards we set must be held accountable.
This is a hard conversation and a difficult moment. Please don’t hesitate to reach out if you have a perspective you’d like to share or discuss. My door is open.
